Evaluation of the Built to Last Program

Low-income homeowners in Philadelphia face growing challenges from rising housing and energy costs, aging homes, and environmental health hazards. The Built to Last program was created to address these interconnected issues through a comprehensive, whole-home approach that combines critical repairs, health and safety improvements, and energy efficiency upgrades. Since 2023, the program has delivered more than $11.7 million in home improvements, helping hundreds of residents remain safely and affordably housed while reducing energy burdens and improving health outcomes.
