The Green & Healthy Homes Initiative (GHHI) is a 501(c)3 nonprofit organization that works across the United States to address the unhealthy housing conditions in America’s lowest income communities. GHHI aims to address the social determinants of health and create pathways for better health, economic and social outcomes for children, seniors and families – including health and racial equity – by creating healthy, lead safe and energy efficient homes.

GHHI supports housing, environmental health, and energy efficiency services for families in communities around the country, as well as conducting direct services in Maryland. GHHI’s delivery model is based on its data-driven philosophy that public and private investments in social care and the social determinants of health are optimized and program outcomes are maximized when the energy, health and safety needs of an occupied home are addressed comprehensively, efficiently and simultaneously.

Position Summary:

The Data & Evaluation Manager will act as a key member of the Data, Evaluation & Learning Department, reporting to the Director of Data, Evaluation & Learning to build upon the organization’s mission to promote the use of data in decision making. The Data & Evaluation Manager will support both internal data and evaluation efforts as well as offer key insight and assistance for external projects seeking to embed evaluation and data management best practices into new or existing project work.

As a critical aspect of the role, the Data & Evaluation Manager will leverage the use of Efforts to Outcomes software (ETO) to ensure that projects have an intuitive, secure, and comprehensive tool to track data linked to program efforts. The candidate must have at least 5 years of experience working in the field of evaluation and data management. The ideal candidate will also have a broad-based knowledge in public health or a related field and be an exceptional communicator and trainer.

Essential Duties & Responsibilities:

Evaluation & Data Management

  • Co-design program evaluation and measurement plans for internal programs and external projects.
  • Design and build ETO data input forms and reporting for evaluation, funder, and operational purposes.
  • Actively seek out and recommend avenues for embedding principles of equity into evaluation and data collection work.
  • Implement appropriate mechanisms for monitoring, evaluating, and tracking of program activities and results.
  • Conduct routine analysis on program, process, and outcome data.
  • Prepare written reports and presentations around program evaluation findings.
  • Act as an expert trainer, ensuring project participants have a thorough understanding of platform functionality.
  • Ensure external ETO sites are continuously supported in their data and evaluation needs.
  • Oversee the launch and use of a member management software to bolster community sharing and partnership around the topics of evaluation and data management.
  • Contribute to organizational thought leadership by producing blog posts, toolkits, and presentations to share learnings and best practices from the field of evaluation and data management for other healthy housing proponents.
  • Work with key stakeholders to develop a data informed culture within GHHI Maryland based programs- accentuating the importance of data in everyday work and decision making.
  • Review, update, and implement survey protocols in collaboration with staff to answer programmatic questions.
  • Routinely analyze and present information derived from survey data to inform organizational strategy and measure the organization’s performance.
  • Partner with the Director of Research for support on Healthy Homes Technical Study and other related research projects.
  • Assist in business development and marketing related to ETO site development and GHHI data and evaluation related services.
  • Support fundraising and grant submission efforts for data end evaluation related work.

Staff Training and Support

  • Partner with members of the Data, Evaluation & Learning Department to conduct routine trainings to ensure GHHI and project participants are properly trained in data collection procedures related to HIPAA and IRB compliance when conducting health surveys and home visits.
  • Co-develop staff training protocol, guides, and curriculum to support the diverse learning styles of staff.
  • Assist in the maintenance of data governance guide to fully document GHHI data procedures.
  • Co-facilitate ongoing learning workshops for GHHI staff and National sites.
  • Partner with the Director of Research for support on Healthy Homes Technical Study and other related research projects.

Other Duties:

  • Ensure compliance with reports and information necessary for public and private funders for data, evaluation, and strategy efforts the Director is involved in.
  • Perform any other activities that may be assigned by the CEO in the best interest of the organization.


Minimum Qualifications:

  • A Master’s degree in public policy, public health, environmental studies, or another related field.
  • Prior program evaluation experience.
  • Highly analytical – experience working with statistical software and relational databases.
  • Strong interpersonal skills and ability to communicate effectively, both orally and in writing, with clients, program partners, government agencies, evaluators, and community stakeholders of all demographic and professional levels.
  • Highly organized, conscientious, and self-motivated team player with a strong interest in community-based participatory research, study design and data collection.
  • Exceptional organizational skills with meticulous attention to detail.
  • Ability to build relationships with staff, partners and all stakeholders in the community.
  • Highly proficient in Microsoft Office Suite.

Position-specific Qualifications:

  • Background in program evaluation – design, implementation, and analysis.
  • Aptitude to quickly learn new software programs and train others as needed.
  • Experience or capacity to learn ETO data system as site administrator.
  • Entrepreneurial, conscientious, and self-motivated.
  • Presents information clearly and effectively.
